Caracas, capital of Venezuela, became the most dangerous city with a growing crime rate. Every day, the killing action would occur. Even the crime originated from the small problems, such as shoes and cell phones.

To become a law, the bill must pass a vote twice in the National Assembly and be signed by Chavez. Until now, Venezuela’s national assembly has not set a date for a second vote.
